NAUI Master Scuba Diver 266 Boating, Diving, and Seamanship Fishing Vessels While stationary and fishing, they show an all-round red-over-white light. “Red-over-white-fishing at night” is the memory phrase. A boat with nets out behind it is considered a fishing vessel. A boat with nets dragging behind or alongside is also considered a fishing vessel. They are occupationally restricted and will display a basket (if under 20 m or about 65 ft) for a day shape. A fishing vessel at night will display red over white signal lights; trawlers will display green over white plus a series of special signals in inland waters. A sport fishing boat that is trolling (lines behind the boat) is: 1) not occupational 2) shows no day shape or signal lights for fishing 3) deserves no preference other than common sense courtesy in the right-of-way pecking order. Sailboats The light signal is all-round red-over-green. “Redover green—sailboats are seen” is the memory phrase. Different light patterns and locations are required for sailboats of various lengths. You can see that sailboats do not always have the right of way over a power-driven boat. A sailboat has the right of way over a power vessel only if it is solely under sail. If the sailboat is motoring, it should display the cone down day shape. The sailboat using its engine is considered a power boat and treated accordingly. Right of way determinations must also include the possibility of encountering offshore traffic lanes and restricted visibility considerations. Power-Driven Vessels Recreational boaters and sailboaters constitute the greatest number of other boaters you will encounter. Unless you are being overtaken (passed from behind), you must stay well clear and give right of way to anyone higher than you in the pecking order. SOUND AND FOG SIGNALS Many commercial vessels communicate their intentions (turning port, starboard, backing down) by radio. Some vessels still use internationally recognized FIGURE 12-8.
