HARCATUS FAMILY SUPPORT CENTER WINTER BLANKET DISTRIBUTION PROGRAM by Christine M. Irvin 11 The Harcatus Family Support Center in Carrollton, Ohio, is part of HARCATUS Tri-Country C.A.O., Inc. The nonprofit's main location, in New Philadelphia, OH, serves the three counties of Tuscarawas, Harrison and Carroll. Its mission "includes planning and coordination of programs designed to combat problems of poverty and to seek elimination of conditions of poverty as they affect inhabitants of urban and rural communities in Harrison, Carroll and Tuscarawas Counties." In order to complete its mission, HARCATUS Tri-Country C.A.O., Inc. "contracts with federal, state, and local governments and other groups to develop, manage, and deliver human and social services for the betterment of our communities. Many of its programs, including Head Start, are designed to assist people in need to help themselves and to become self-sufficient." Other programs include the Senior Nutrition Program, the Housing and Weatherization Program, and the Home Energy Assistance Program (HEAP). Residents in need of emergency assistance can also find food and clothing through the Harcatus Clothes Closet & Cupboard. As part of its mission, the Winter Blanket Distribution Pro gram was put in place to provide blankets for low income residents of Carroll County. There may be a gap of time from when someone applies for emergency energy assistance and when that assistance is actually received. The blankets are distributed to residents of the county to help keep them warm while they wait on fuel deliveries or utility reconnections. The program is open to all Carroll County residents. There are no income guidelines in order to be eligible for free blankets. Blanket availability is based on donations received. Each situation will be evaluated individually and decisions will be based on need.
