Using a pair of scissors, trim any tulle that extends beyond the
finished right side so that it is even.
NOTE: The bottom edge of the tulle should extend 1⁄2” longer
than your top fabric.
Set your sewing machine to the longest basting stitch. Now
stitch 1/4” from the top edge through all layers.
Be sure to leave 4-6” of both upper and bobbin thread at the
beginning and end of your stitching.

Repeat step H to create a second basting stitch 1⁄8” from the
top edge (it will be stitched between the first basting stitch
and the raw edge, so the two basting stitches will look a
shown in white).
With all the layers laying flat, tulle side facing up, tie off the
bobbin threads on both ends of the skirt. This will secure the
bobbin stitching.

Place the backed waistband fabric face up and measure in
3/4” from the left edge and 1/4” from the right edge, placing a
pin to mark the measurements.
Fold the waistband and match up the two pins. Place a pin
at the fold created. This will mark the center point of the
waistband.
