Using a pair of sharp curved appliqué scissors, trim your tulle
near the tacking stitch line. Be sure to leave a raw edge.
Once trimmed, your design should look something like this.

Now it is time to gather the tulle for your skirt. Adjust the
stitch length on your sewing machine to 5.0. Using the
presser foot as a guide, stitch along the top edge of your
tulle. Repeat until you have two rows of stitching.
Pull your threads tight and gently slide your tulle until your
gathered fabric meets each side of the front on your panel.
