state. As we continue creating NCRGEA’s Strate-

invaluable input.
As we move into the holiday season, we begin
to wrap up a divisive, tough year for our country
2019 General Assembly
At press time the long session of the General
Assembly is ongoing. The Senate has set October
31st as its line in the sand for a close to session,
����������������������������������������������������������������������������������������������
leave town. The budget is still unresolved. The
����������������������������������������������������������������������������������������������
and send them to the Governor for signature. No
such bill has been passed with an increase for
retirees. Because there are no recurring funds for
a COLA, the Governor and General Assembly have
both supported one-time a bonus for state retirees
.5% and 2% respectively. NCRGEA continues
to work with legislative leadership to provide an
increase to retiree pensions.

The Lake Case
The Plaintiffs in the Lake Case have petitioned
the NC Supreme Court to review the decision of the
Court of Appeals which held that the retirement
health care promises made by the State of North
Carolina do not constitute a binding contract.
There is no timetable for the NC Supreme Court’s
decision to review the case, and if the review is
granted there is no estimate of how long it will
