NFPA 3, a recommended standard
on commissioning, speaks
to the qualifications of roles
and responsibilities of personnel
involved through each phase of the
commissioning process. It also

and lighting, are often testing
and commissioning early in the
construction period. Earlier
placement of switches initiates
security and environmental
concerns that otherwise would
not need to be addressed, so it is
crucial to coordinate work in all
ICT hardware locations early
on in the process.
Trust and protection of data
security is paramount. Systems
as basic as HVAC can be at risk
for cyber-attacks with life safety
implications. Consider the need
for VLans, QOS and fixed IP
addresses. Designing with security
in mind results in lower cost and
better performing systems than
implementing security to remediate
vulnerabilities uncovered later.
Review the level of security defined
for the system, not just at the
network level, but down to the
device level.
BEYOND DESIGN
An integrated building benefits
from a well-planned commissioning
effort. Commissioning in the
basic sense is primarily an effort
of verifying system inventory,
functionality and performance
to the design criteria. The
commissioning of an IB entails
device and system programming.
This is where the interoperability
that allows the critical
communication between
devices occurs.
Improper sequence of
commissioning can result in
unreliable systems. Testing
guidelines should be documented
early in the project. Plan forms
and checklists should be included
in the construction documents.
Commissioning responsibilities
and dependencies should be well
documented, as well. Consider
applying the ANSI-TIA 4994
