This post construction report should include:
• Written verification that the integrated systems
have been installed in accordance with
approved design documents
• Listing of the individual systems tested
• The scope and purpose of each system tested
• Documentation of systems required by codes
and standards
• Test team members and others in attendance
during testing
• Test equipment used during testing
• Comprehensive functional matrix describing
all system inputs and associated output
functions and purposes
• List of drawings including riser diagrams
and control diagrams

of the commissioning agent
• Verification that the proper staff and occupants
are fully trained on the installed systems
Commissioning begins early in the project
and extends through all phases of design and construction.
In order to verify that the access control system
continues to operate as designed and expected, periodic
follow-up visits by the installers involved in the commissioning
process can assist in resolving any post occupancy
performance issues.
The growth projections of the access control market
show no signs of slowing, and as more individual systems
are integrated into security systems, commissioning will
become even more valuable to educated owners.
7. COMMISSIONING REPORT
BIOGRAPHY: F. Patrick Mahoney, RCDD, CDT, is a senior
technology designer for Direct Supply, Inc. where he specializes
in the design and integration of wired and wireless security and
other systems for the providers of senior living facilities. With
decades of experience in structured cabling, among other
disciplines, he is well versed in many vertical industries including
healthcare, education, and government. For nearly 28 years,
Mr. Mahoney was also a vocational technical educator for the
Electrical Training Alliance; he also taught installer technicians
for the National Electrical Contractors Association (NECA)
of Western New York. He currently serves BICSI as Chair of the
committee for the BICSI Information Transport Systems Design
and Implementation Standard for Healthcare Institutions
and Facilities. He has served BICSI as subject matter expert
team leader for the 4th edition of BICSI's Electronic Safety
and Security Design Reference Manual and has participated
and contributed on numerous other BICSI publications
throughout his many years of service. He is a past recipient
of the BICSI Larry G. Romig Committee Member of the
Year award. Mr. Mahoney is a frequent presenter at BICSI
Conferences and ICT Forums – Powered by BICSI (formerly
Regional Meetings). He is a member of the BICSI Technical
Information Methods Committee and Standards Committee
and is also a member of the Editorial Review Board for ICT Today.
