Residents don't often have the extraordinary
opportunity to guide design of a 215-acre regional
park, but many Horizon West residents have
done just that! In 2019, the Orange County District 1
Commissioner joined Parks and Recreation staff to host
public meetings and an online survey to collect public
opinion on amenities and development plans for the
Horizon West Regional Park (HWRP).
This robust public engagement process resulted in a
list of the most requested amenities, which were then
ranked for inclusion as designers worked to incorporate

these wishes in a way that worked with the existing
natural landscape. The top 38 were included in the final
master plan, which was revealed in 2020 through a virtual
public meeting.
Once complete, the public park, which will be about
1/3 of the size of New York's Central Park, will create an
unparalleled regional amenity for west Orange County.
The HWRP property is approximately 11 times the size
of most other regional parks and can be conveniently
