Imagine Clearwater
The Imagine Clearwater plan is moving forward. This
is the city’s master plan to revitalize the downtown
Clearwater waterfront. The proposed design for
an expanded waterfront park combined with the
redevelopment of the Haborview Center site and City Hall
site offers a unique public/private partnership opportunity on
Florida’s gulf coast.
The plan’s design is 15 percent complete. The consultant has
taken the initial concept and verified that the plan is something
that can be built and designed. They looked at things such
as utility locations, safety concerns, noise and parking
requirements, etc. In general, the revised Imagine Clearwater
Plan design is substantially similar to the initial plan.

Imagine Clearwater represents a vision of Clearwater by the
citizens of Clearwater. While Stantec has been exploring ways
to transform Imagine Clearwater from a master plan into a
reality, it is paramount that the design stays true to the vision of
this community.
To help make way for this site’s redevelopment, the City
Council approved the relocation of City Hall to the sixth
floor of the Bank of America building, located in downtown
Clearwater. This move will take place toward the end of 2018
or early 2019. Other things that are in early discussions are
how to redesign the Main Library outdoor and indoor space
to better interact with the park and Harborview Center
