physician or dentist shall not be considered in violation of this policy. Parents must file an authorization form listing the
time and need for their child(ren) to take prescribed medication. Sharing of prescriptions and/or over-the-counter medication
is prohibited and will lead to disciplinary action.
Penalty – Violation of this policy shall constitute reason for disciplinary action including suspension or expulsion from
school and suspension or dismissal from athletic teams and/or other school-sponsored activities.
Reporting – Employees of the District shall promptly make a report to the local police department, sheriff, or Kentucky
State Police, by telephone or otherwise, if they know or have reasonable cause to believe that conduct has occurred which
constitutes the use, possession, or sale of controlled substances on the school premises or within one thousand (1,000) feet of
school premises, on a school bus, or at a school-sponsored or sanctioned event. In addition, when they have reasonable belief
that a violation has taken place, Principals shall immediately report to law enforcement officials when an act has occurred on
school property or at a school- sponsored function that involves student possession of a controlled substance on school property in
violation of the law.
Prevention Program – The Superintendent shall establish a comprehensive and ongoing drug-free/alcohol-free prevention
program for all students which shall include notice to students and parents of the following:
1. The dangers of drug/alcohol/substance abuse in the schools;
2. The District's policies and related procedures on drug-free/alcohol-free schools;
3. The requirement for mandatory compliance with the District's established standards of conduct, including those that
prohibit use of alcohol, drugs and other controlled and prohibited substances.
4. Information about available drug/alcohol counseling programs and available rehabilitation/student assistance

programs; and
5. Penalties that may be imposed upon students for violations of this policy.
Drug Testing Program/Plan – The Board has established a mandatory random drug and alcohol testing program
for student drivers and students participating in competitive extracurricular activities, including athletics. As a
condition to participating in an extracurricular activity or driving to school and parking on school property, students
shall provide a form signed by their parent/guardian and by the student to indicate their understanding of program
requirements.
No student shall be allowed to participate in competitive extracurricular activities or to drive on campus until the
form is completed and on file. Students who withdraw from drug testing shall no longer be allowed to participate in
competitive extracurricular activities or to drive on campus.
A plan to implement the drug testing program shall be developed by District personnel in cooperation with the testing
laboratory and kept on file in the Central Office. As reflected in the plan, the Superintendent/designee shall do the following:
1. Establish a process to randomly test participating students for substances designated by the Board;
2. Take measures to reasonably ensure student privacy during the taking of samples;
3. Address security for samples once obtained; and
4. Designate laboratory services that are accurate and reliable.
Confidentiality – Appropriate measures shall be taken to protect student confidentiality throughout the testing process
and in the handling of test results. Access to drug testing results shall be restricted on a need-to-know basis to those
persons in positions designated by the Superintendent.
SANCTIONS -
First Offense
1. District will notify the parent or guardian.
2. Student will have opportunity to explain positive results in due process hearing with Principal/designee.
3. Student will be suspended from participating in competitive extracurricular activities or driving on
campus for a period of twelve (12) weeks.
4. District will provide information on drug assistance program. The District shall endeavor to locate free or lowcost
counseling/assistance program options for the consideration of parents whose child tests positive.
Parents/Guardians shall be responsible for the cost of any counseling or treatment program needed as the
result of a positive drug test.
Second Offense
1. District will notify the parent or guardian.
2. Student will have opportunity to explain positive results in due process hearing with Principal/designee.
3. Student will be suspended from participating in competitive extracurricular activities or driving on
campus for eighteen (18) weeks.
4. Student will undergo weekly drug testing for the period of suspension.
Third Offense
1. District will notify the parent or guardian.
2. Student will have opportunity to explain positive results in due process hearing with Principal/designee.
3. Student will be suspended from participating in competitive extracurricular activities or driving on
campus for one (1) calendar year.
4. District will consider reinstatement if student does not test positive for one calendar year.
