Each school/council must select and implement appropriate discipline and classroom management techniques
necessary to carry out this Code and shall provide a list of the school's rules and discipline procedures in the school
handbook.
Teachers and other instructional personnel are responsible for administering Code standards in the classroom,
halls, and other duty assignment locations.
To promote the full implementation of conduct standards and maximize safety in the school environment, the
Board of Education requires all employees to make supervision of all students at all school activities a top priority among
their assigned duties. The younger the child, the greater the need for adult guidance and protection.
7. PHILOSOPHY OF RIGHTS & RESPONSIBILITIES
The protection and safeguards of the United States Constitution, and more particularly the Bill of Rights, apply to
all students. Responsibility is inherent in all rights. No student or other person involved in the public schools can
realize his rights unless he also exercises the self-discipline and care to afford all others the same rights and not allow
his own actions to infringe on the rights of others. The school is a community of individuals who have the right and
responsibility to know the basic standards of conduct and behavior expected.
Students, families, educators, and the community share the responsibility for student success and for providing
safe schools to facilitate academic achievement.
Teachers/school officials should involve parents at the earliest stage when a student shows signs of serious
behavior problems.
8. AUTHORITY OF CODE AND THE STATEMENT OF RIGHTS & RESPONSIBILITIES
In cases of conflict between the provision of the Code and the Statement on Rights and Responsibilities and
previously adopted policies of the Board of Education or previously issued Administrative Directives or handbooks,
this code shall govern.
CAUTION: After this Code is distributed for the school year, changes to Board policy, including those affecting
provisions of this Code, may be necessary due to new/revised statutes, regulations and/or case law. Please contact
the school principal to access new or revised policies.
9. ANNUAL PROVISIONS FOR CODE OF CONDUCT REVIEW
The Board of Education requires that all schools review the Code of Conduct on an annual basis. The following
form is recommended:
A. The principal of each school may call upon its PTA or PTO or select a special committee consisting of students,
parents, teachers and others to conduct this review during the month of January and February.
B. The review group may be charged with reviewing the entire document and make recommendations for changes in
writing to the District Designee for compilation no later than March 1st of each year.
C. The District Designee shall compile the results of these reports and submit to the District's Student Handbook
Review Team for review during the month of April.
D. The District Designee shall submit a summary of the actual recommendations from the review team and
present to the Superintendent for modification and suggestions by April 30th.
E. The Superintendent shall review the summary of actual recommendations and submit for review the revised
handbook to the Board of Education no later than the June and July Board meetings. A copy of the handbook
will be supplied to each student, parent/guardian, administrator or teacher.
10. ANNUAL NOTIFICATION TO PARENTS OF ACCESS TO STUDENT RECORDS
In accordance with the Family Education Rights and Privacy Act, parents shall have the right to inspect and review
all education records relating to their child by making a request to the principal of each school or other designated official.
This right shall be passed on to the student at age 18 or when the student is duly enrolled in a postsecondary program.
Written procedures have been developed which describe types and locations of these records and the specific
procedures available to parents for the review of records; for the amendment of or hearing concerning education records
believed to be inaccurate, misleading, or otherwise in violation of the privacy or other rights of the child; and for the
disclosure and destruction of records. Copies of these policies and procedures may be obtained upon request from the
office of the principal or the superintendent.
In accordance with federal regulations concerning the release or transfer of educational records, it is the policy of this
school district to forward education records upon request to a school in which a student seeks to enroll. Parents may
