Clearwater welcomes new city manager
Jon Jennings and new city attorney David
Margolis, who both have been sworn into
their roles.
Jennings served as the city manager of Portland,
Maine, since 2015, and earned a Master of
Public Administration, Business & Government
degree from Harvard University. He also is
a credentialed city manager through the
International City/County Management
Association. His first day was Nov. 8, 2021.
In Clearwater, the city manager is appointed by
the Clearwater City Council and serves as the
chief executive and administrative officer
of the city. Jennings will administer the
day-to-day operations and services of
the city. He will administer policies
and legislation adopted by the City
Council, direct all departments and
city offices, and he will prepare and
administer the annual budget.
The new city attorney, David Margolis,
comes to Clearwater from the city of
Orlando, where he served as chief assistant
city attorney. He is a member of the Florida Bar
and began employment Oct. 25, 2021.
In his role, Margolis will lead the city’s legal team
in safeguarding the city’s interests within the
bounds of the law. He will support efforts of
the City Council, city manager, departments,
boards and agencies by offering sound legal
advice and defending lawsuits brought against
the city. Some legal issues within his purview
include statute interpretation, employee
matters, police advice, agreements, contracts,
real estate transactions and general legal
questions.
Both leaders report to the Clearwater City Council.
