In addition to this exciting arts project, the Clearwater CRA
has also provided incentives and CRA-owned land as a
catalyst for increased mixed-income housing downtown, an
important component of downtown revitalization.
“Our goal at the CRA is to help make downtown the
region’s next great destination to live, work and play. By
supporting new housing development for all ages and wages
and increasing the number of residents in downtown, we’re
moving toward that goal,” said CRA Director Amanda
Thompson.
Below is a look at some exciting CRA-supported projects:
• The renovation of 1100 APEX – a mixed use
development with 134 apartment units, 4,348 square
feet of commercial space and 202 parking spaces at 1100
Cleveland St. The CRA provided a $400,000 grant for
streetscape improvements to encourage outdoor dining,
additional landscaping, an enhanced entrance to the
building and two ground-floor restaurants.
• The completion of The Madison, an 80-unit age and
income restricted development at 400 S. Martin Luther
King Jr. Ave. This project received state tax credits to
support affordable housing.
Three new housing projects are also underway in the CRA
district:
• The CRA has awarded a development agreement for a
171-unit apartment complex and parking garage at the
intersection of South Washington and South Martin
Luther King Jr. Drive for workforce housing. The CRA
will invest the proceeds from the sale of this property
back into the project to keep the rental price affordable.
The anticipated total project cost is $30 million, and the
CRA has provided approximately $4 million in funding.
• The CRA has awarded a development agreement to Blue
Sky Communities to construct 81 affordable rental units
and a parking garage on a vacant site at 610 Franklin St.,
which used to host the city’s Fire Station 45. This project
was awarded state tax credits for affordable housing in
December 2020. The anticipated total project cost is $20
million, and the CRA has provided approximately $1
million in funding.
• The CRA awarded a $500,000 incentive grant to turn
the blighted building at the intersection of South Myrtle
Avenue and Chestnut Street into a three story, mixed-use
development with three offices on the ground floor and
14 apartment units above. The anticipated project cost is
$3.2 million.
