Community Living Resources
Eligibility
Any person who has a disability that permanently affects a major
life activity, or is a family member or caretaker of a person with a
disability, and who has been a resident of Kentucky for at least six
(6) months may apply for a loan. The purpose of the loan must
be for the acquisition of assistive technology to be used by the
person with a disability.
What can be purchased with the loan
Assistive technology is defined as “any item, piece of equipment
or device that enables an individual with a disability to improve
his/her independence and quality of life.” That may include, but is
not limited to:
Vehicles and modifications
Computers and adaptations
Mobility devices
(wheelchairs, scooters and prosthesis)
Home modifications
Augmentative devices
Communication devices
Hearing aids
Environmental controls
How much can be borrowed and interest rate
You can borrow up to $25,000 at a 5% fixed interest rate. The
length of the loan depends on the life expectancy of the device.
Low to moderate-income individuals applying for a home
modification or environmental control device may apply for a 4%
Kentucky Housing Corporation loan at a maximum of $10,000.
Please contact the Program Manager for a special application if
you are interested in a 4% loan.

MEDICAID WAIVER PROGRAM
These Medicaid programs are a result of a partnership between
Federal and State government. Rules that apply to Medicaid are
“waived”, thus these programs are called waivers. These programs
help provide services that will allow you to live in the community.

TRANSPORTATION SERVICES
FIXED ROUTE AND PARATRANSIT TRANSPORTATION
PROGRAMS
Each public entity that operates non-commuter fixed route
transportation services is required by the American with
Disabilities Act (ADA) to provide complementary Paratransit
services for individuals unable to use the fixed system.
Eligibility
To qualify for Paratransit services the applicant must meet one
of the eligibility categories as defined by the Americans with
Disabilities Act (ADA) to provide complementary Paratransit
services for individuals unable to use the fixed system.
1. Any person unable because of a disability to board, ride or
disembark from an accessible, fixed-route bus.
2. Any person with a disability who is capable of using an
accessible bus, but the desired trip cannot be made because a
porting of the fixed-route service is not yet accessible: for
example, there may be a curb cut at the bus stop or the lift
cannot accommodate a particular wheelchair of a common
type.
3. Any person with a disability who has a specific impairment
which prevents travel to or from a bus stop.
